According to CIA records, three weeks after [Redacted]

[Redacted] and political leadership of Country [Redacted] agreed to host a CIA detention facility, the CIA informed the U.S. ambassador, because, as was noted in a cable, by not doing so, the CIA was

[Redacted] advice was not heeded and, in December 2002, the two individuals then being detained by the CIA in Country [Redacted] (Abu Zubaydah and 'Abd al-Rahim al-Nashiri) were transferred to Country [Redacted] 3 7 9

The agreement to host a CIA detention facility in Country [Redacted] created multiple, ongoing difficulties between Country [Redacted] and the CIA. Country [Redacted] ' s [Redacted]

[Redacted] proposed a written "Memorandum of Understanding" covering the relative roles and responsibilities of the CIA and [Redacted] which the CIA ultimately refused to sign.380 [REDACTED] [Redacted] 18881 Four months after the detention site began hosting CIA detainees, Country [Redacted] rejected the transfer o [Redacted] which included Khalid Shaykh Muhammad.
